Vancouver Police Department - VPD Response

VPD response model has been broken into different sections within the department:

Youth Services Section - VPD pursues a safe, secure and positive environment for all youth through, asset building, youth programs, prevention initiatives, interventions, information gathering and partnerships. In some cases, the VPD addresses criminal involvement of youth through investigation, justice processes and refer those at risk to appropriate partner agencies.

Car 87 – teams a constable with a registered psychiatric nurse. This mobile car provides off site assessments and interventions for people with psychiatric related concerns. Together the nurse and constable work as a team assessing, managing and responding. This initiative is a partnership between the VPD and Vancouver Coastal Health Authority.

Car 86 – teams a police officer with a Ministry of Children and Family Development (MCFD) social worker. Together they specifically work on Child protection issues (infants to 12 years of age) by immediate response to family crisis situations. Assessments and child protection issue response provided.

Yankee 10 (“Kiddie Car”) – teams a youth probation officer and a police officer, everyday from 4pm to 3am. This car locates and identifies ‘high risk youth’ and lease with other agencies (Downtown Eastside Youth Activities Society, Health Vans). Bail, probation orders, and curfew checks etc… are enforced as well as monitoring youth who are in conflict with the law.

Yankee 177 High Risk Youth Intervention Team – teams a MCFD outreach social worker and police officer. Provides a coordinated police and social work response to sexually exploited youth and ‘youth at risk’ (12-18 years old).

Domestic Violence Unit – is a collaboration between Family Services of Greater Vancouver and the VPD to support women and children experiencing violence in their relationships.

Sex Crimes Unit – is a dedicated Child and Sex Assault/Assault team with an in house counselor. This unit uses cutting edge investigative approaches such as HRO (High Risk Offenders) monitoring and ISPOT (Integrated Sexual Predator Observation Team).

VICE Unit – known as the morality unit focuses on child prostitution investigations, internet luring and child pornography. Vice also works on street level prostitution, bawdy houses, pimping investigations and human trafficking files.

Police Athletic League – is a youth crime prevention initiative that utilizes athletic, recreational and educational programs as a tool to foster positive rapport and mutual trust between police officers and youth.

School Liaison Program – is a liaison between the school and the criminal justice system that provides schools with the presence of a police officer to deliver safety and crime prevention lessons to students, staff and parents. The officer may be used as a legal resource to students, administrators and staff. While enhancing the safety and security of the school the officer may counsel and talk informally with young people. The school Liaison officer investigates criminal offences relating to the school and its population.

Sex Worker Liaison – is a position staffed by a former police officer who provides support and interventions for sex workers. This position works closely with sex worker organizations and provides referrals.
